The Municipality has a ‘public complaints' department to which residents (or visitors) can turn for all municipal matters, including addressing the mayor.  This department is in constant contact with the relevant department(s) and transfers matters for professional handling by the appropriate entity. It then notifies the citizen upon completion of the handling, along with explanations of the matter in question.
